Can admin remove points from users. For example, the participant had 1200 points, the admin shot 800 to leave 400?

You can remove the points from the current user's Personal Options page (Dashboard > Users  > All Users > Current user's Personal Options admin page). Just edit the "Balances" option and change the value.

Is it possible to adjust the withdrawal of points if the user has not visited a month or a week? To score points, for example, 2 per day.

The myCRED already gives the Points for login. You can find the hook in Dashboard > Points > Hooks admin page, just add the "Points for login" in "Active Hooks" section.
