wpForo Embeds addon is not designed for local file uploading, it's an addon to embed other video, audio and content providers by putting their URLs in post content. You can put a YouTube video URL in a post, save it and check.

For local video, audio and other file attachments you should check out the wpForo Advanced Attachments addon: https://gvectors.com/product/wpforo-advanced-attachments/
