@astghik when I am trying to tag user in a comment I am not seeing the suggestion list. This used to work fine in the old version but doesn't seem to be working in the new version http://lofizivu.kinsta.cloud/template-comments/
try to tag @demo and it won't show..

@astghik addon was activated but not updated, seems to work now. But is it a must to have rich editor enabled to make the user mention work?

Yes, the mentioning list is only available if the rich editor is enabled. If it's disabled the mentioning works but the user's list is not available.
