@selfca115,

If the two options mentioned below are enabled then it automatically sends the email notification to the Admin Email, thus those comments are not being held for moderation. 

  • Enable comment reporting pop-up form for registered users
  • Enable comment reporting pop-up form for guests

If you disable those options the moderation feature will work fine.
