Hi,
Even though the user following feature is enabled, the icon does not appear next to the comment author name.

As I see in the screenshot provided above, the comments written by you. So please note you can't follow own comment. See the screenshot below:
The commenters can follow certain user comments. They can subscribe to some users and get email notification when this user posted a new comment.
