Scooter, we're talking about comment content, but you're showing Author Link. This code is for comment content links not for Author links. If you need author link please specify, I've never though about that. Author URLs are not editable. All hooks are working on comment content.
Please check content URLs, I need make sure my code is working.

That is, I need to sign in Link Author <noindex> tag. To these links do not transmit weight in Yandex.
