Is it possible to make one post category's comments all private by default? Right now, the wpDiscuz only allows the selection of all pages, all posts.

Please specify what plugin you're referring to? wpDiscuz or wpForo?
wpDiscuz is a comment plugin
wpForo is a forum plugin.
