I have it selected that they can, but there is no way for them to add attachments. I just downloaded this today, so it is possible I am doing something wrong.

Hi @123toid,
The attach file button is only available for Usergroups who have “Can attach file” permissions in granted forum access (by default all except guests), so please make sure the permission is enabled.
wpForo has a New User Control function in Antispam settings. It allows you to set a minimum number of posts user must have to be able to attach files. Please navigate to Dashboard > Forums > Tools admin page and manage the mentioned option in Antispam > New Registered user section. Set it 0 if you want to remove this limit.
