Whenever I try to open an image or video in a new tab the media file downloads instead of opening in the new tab. I don't remember changing a setting to make this happen. Can someone show me where the setting is to change it back so that media files open in new tabs again instead of downloading?

One of the reason can be from your server settings, you will need to contact your server hosting to get a correct answer.
The second reason can be from your theme or from a plugin.
