I can't do jack with anything but admin. Moderators, members, and other classes cannot attach files! They all have both permissions checked (as shown below). I even tried creating new form accesses just in case. What gives?

Hi taudronis,
wpForo Spam control has set a minimum number of posts user must have to be able to attach a file, you can decrease this level to 0 in Dashboard > Forums > Tools > Antispam admin page if you're sure your just registered users are not spammers:
