I have the setting enabled that allows guests to view attachments, but on a particular post the attachments are blocked:

Please go to Dashboard > Forums > Usergroups admin page, edit the Guest Usergroup and check the "Front - Can access to attachments" permission. Save it, delete all caches and test it again.
