I recently installed the WPDiscuz plugin and the add-on Subscription Manager. I just want to ask if we can opt-in or add our previous/current users that left comments to the site prior to WPDiscuz via the Subscription Manager? Or is there any way to do this?

If I understand you correctly, you mean allows website administrators to subscribe users manually, right?
If so, I'm really sorry, but not. The users must subscribe by themselves.
