I've just installed and activated the Reporting & Flagging addon.
Comment flags are no showing up, for logged in users or for guests.
I've attached a screen shot of the settings.

We don't see the wpDiscuz plugin activated on the page you've provided. Please activate both the wpDiscuz and wpDiscuz Comment Report & Flagging plugins and inform us.
