Hello... I would like to add static text above "Leave a Reply" (or somewhere near there...). This is just so I can leave a statement about respectful behavior for commentators. Thank you.

You can use comment_form_top hook.

It worked and thanks for introducing me to hook's... Never really bothered to learn how to use them. Will do now. Thank you.
