There are two possible reasons for the issue:
1. You have some antispam plugin, that caused the issue. You should deactivate the plugins one by one and check after each deactivation to find a problem maker.
2. If none of the plugins caused the issue you should contact your hosting support and let them know about the issue. They'll check the configurations.

The spam tool filters by country. Therefor your test may fail. Which country should I enable? Do you use a fixed IP? I can whitelist ...
The standard advice (disable all plugin, and so) I answered allready. I disabled all other plugins but nothing solved.
