[Solved] Where do pre-sales questions go?

Each wpDiscuz paid add-on has a Pre-Sale Questions section. You just need to go to the corresponding add-on page, then go to the Pre-Sale Questions tab.

Presumably it's okay to ask the VAT question here then:

I see that all products have a "Excluding 0% VAT" attached to them.

What does this mean?

I.e. do you have to pay VAT on them, are they exempt, does this depend on the country where one resides, or something else?
