Please note, that the PM only sends email if a user is not online. Only offline users (at least 5 minutes offline) start receive email notification about new PM.

If someone close the site with out login out , he will receive notifications emails ?

Yes, after 5-10 minutes. In this case wpForo change user status to offline if user is not active 5-10 min.
