Hi steven,
please activate wpForo plugin before activating wpForo Private Messages addon. This is an addon for wpForo forum plugin. This is not a stand-alone plugin.

Also it seems you're using an old version of wpForo. Please make sure you use the latest wpForo version. it requires 1.1.2 and higher, the current is 1.2.0.
