Due to legal issues we (admin) need to be able to provide all PM's if requested by law enforcement. Is this possible?

Hi Syntax,
wpForo PM doesn't have option for admins to view users messages. The only way to access to PMs is backuping database table and downloading it. Only the key admin (website owner) who have Hosting service access can find this table in cPanel of your hosting service > phpMyAdmin database manager (wp_wpforo_pms).
