Is there any work around so all comments for the website will be notified to admin via the notification bell?
(not only posts that admin is the author nor when mentioned)
I know the subscription feature will do the job, but admin will have to subscribe each time new user is registered and that doesn't seem realistic.

I don't know it it is the most efficient way, but I managed to customize the plugin code myself and got it to work!
