I would like to change the notification phrase "Input too short".

I saw this on Wordpress forums:
https://wordpress.org/support/topic/couple-of-questions-24/#post-8376344

But when I go to phrases > notifications , there is no “Message if input text length is too short” option.

The phrase is located in the Dashboard > Comments > Phrases > Errors tab. See the screenshot:
