Nothing happens when users click "reply"

OK, I got it to work by disabling Jetpack comments.

But is there a way to translate the "POST COMMENT" phrase when replying to other people's comments? I didn't find this phrase in the Phrases menu. Thanks

Thank you for letting us know. Glad to hear that the issue is solved. 

Yes, in most cases the reason for such issues is the Jetpack Comments plugin. Please note, you can't use two different comment systems together.

Navigate to Dashboard > Comments > Forms admin page, edit the Current Form you're using, click on the right green Pencil icon of the " Post Comment (Submit Button)" field and change the Button Text.
