How to allow multiple votes from the same IP address for guests?

Is there a way to allow more than one guest from a certain IP address to be able to vote? Or can I disable IP address vote blocking entirely?

The ideal situation is that a guest can vote once on every comment even if other guests from the same IP address have already voted on those comments.
