Firstly, I am posting here about this issue

In that forum a support guy suggested advice for this specific issue would be provided here rather than there.
I have recently installed wpForo on a brand new WordPress installation on a localhost to evaluate its functionality.
When it comes to reporting posts, I too get a "Can't send report email" error.
This is the current config and settings:
- The user attempting to report belongs to the "Registered" Groupid
- In Forum Accesses I have confirmed that "Standard access" 'Can report' checkbox is ticked
- wpForum is the only plugin enabled in Plugins
wpForo version 1.6.2
WordPress version 5.2.2
Is there anything else I can check?

As far as we understand the issue is related to SMTP settings.
Please install the following plugin, check what happens to your emails (via its logs and diagnostics).

Thank you @astghik for pointing me in the right direction, I think I have solved the problem.
One more question - when you report somebody through the wpForo report function, does the system send the report email only, or is there a way to enable a notification (e.g. either in the wpForo control panel or via BuddyPress)?
