[Closed] Can't seem to be able to provide Guests the ability to read forum topics or answers

I have checked the permissions in the User Group tab and everything I can see says they should have permission.  But if I attempt to visit as a guest I can see the Forum, but the minute I click on a topic or answer to read them it says I must login or register to view.  Help?
