photo & video upload working perfectly for iPhone & iPad BUT not working for any android phones.

I think this is a file size issue. Please navigate to Dashboard > Comments > Settings > Addons > Media Uploader and check the max post/uploaded sizes and the value you use. Leave a screenshot of the setting page.

Android photos maybe larger than iPhone photos.

We investigated this issue, and there are lots of reports that Android devices don't work when on WEB file attachment forms. This is not the addon specific issue, this is a global issue.
