The issue has been fixed in the latest version of the wpForo – User Mentioning 3.3.5 addon.
Please use the latest version.

I am experiencing the same issue. I have the latest version installed and all members have the same settings and after testing some do not show in the auto complete drop down.
I can send a video if that helps. Also, if this is not possible for you all to fix I would prefer a refund as these seems like an issue from previous versions as well.

Disregard. Updated Usergroup settings and it rectified the issue. All members are appearing in the drop down.
