Please register some new testing user and send the user's login details with your forum URL to info[at]gvectors.com email address to allow us to debug the issue and provide a solution for you.
Make sure the user has permission to write PM.

Please checge the role of the user to adin and let us know. We are not able to find the reson for the issue without admin accesses.
