We are using the Ad manager addon to add banners in our forum. Ad banners display on the main forum page, but when we go inside topics/sub topics, they don't display.
Does this mean the Ad manager don't display ads on sub pages of the forum?

The location of adds depends on the settings you've done in the ads banner. Please edit the ad banner and check the following settings:
Also, you can manage ad displaying frequency in the topic and post lists in wpForo > Settings > Ads Manager admin page:
