I don't want it removed, I just want the bell aligned with the menu

Then use the CSS code below:
.main-navigation ul#primary-menu {
align-content: flex-start !important;
}
Put the code in the Top Admin Bar > Customize > Additional CSS > "Additional CSS" textarea, save it, delete all caches and check again.
