Is there any way to not allow the commenter to resize the GIF? It creates a problem where they can make it huge using the snippet code that is inserted into the comment box. Once they submit it with a huge size, the GIF takes up way too much space.

We're really sorry, but those attributes can't be deleted. Those come from the GIPHY.
Besides if those attributes are removed you'll get some errors with the SEO, as far as Google will ask for the width/height attributes for the images.
