As the media show, we are using Giphy addon, and the Giphy is showing in the toolbar when adding a comment, but not when we edit the comment.
Is this a bug or is there a way for us to make it show when editing the comment?

This is designed to work in this way. The GIFs button isn't available while the comment is being edited.
