Also please note, it doesn't matter the commenter is admin, editor or subscriber. He/she will always be able to see his, her comment even if it's not approved yet. The is the reason why the poster see but the next browser user doesn't.

Both, admin and editor can moderate comments and replies. There is no any problem here.
You only have an issue to see unapproved comments on front end, if you see the comment you'll be able to moderate it as admin and as editor.
