A logged in user can't see the icons in the bottom right corner.
As admin, I can see the add media or add image icons.
How can I fix this?

Please navigate to Dashboard > wpDiscuz > Settings > Comment Content and Media admin page, find the "Allow Media Uploading for User Roles" section, make sure the roles are allowed to upload the media files.
