I've made same translations on the phrases page. Most are changed on the reaction form upon saving met 1 translation has not changed. It is the translation in the editor of the reaction form which is not changed. See the attach file for a screendump.

All works fine. The reason why you're not seeing the changes is described below. 

There are two phrases:

  1. 1. Comment Field Start - Start the discussion
  2. 2. Comment Field Join - Join the discussion

The first one is being displayed if there are no comments yet. Once even one comment is posted the second phrase will be displayed. In your case, you've changed the value of the second phrase and there were not any comments so you didn't see the translated phrase value.
