Within the form section I cant click the pencil to edit the text (for translation). Also the plus button to add forms doesnt respond…?

In the above area modifications work. Its just in the form section nothing works/reacts.

I disabled all plugins same issue

Please disable all plugins again, got to the forum edit page and press Ctrl+F5 twice then check it again. If it doesn't helped then the forum functions are affected by current active theme JS errors. You should try to switch to some default theme and check it.
