This is a spam protection. Users must have at least one approved post to be able to attach a file. The exact number is available in wpForo > Settings > Spam Protection admin page. You can set it 0 to let them attach a file without having any approved posts.

Also, please let me know what is the usergroup of your new registered users? Make sure the usergroup has Standard Access to the forum you're currently checking. Edit the Standard Access in wpForo > Accesses admin page and make sure the following permissions are enabled:

What kind of error message do members get when they try to upload a PDF?
