Not sure when it stopped working but maybe after updates and as i not see anyone else report this can be my site issue.
You can create free account on www.tors.io and test, also it would be good to make the attachments display in order cause after upload the order is not as i intended it to be i must put each photo ID manually so it will be in proper order.

Cause as soon as i see he register i enabled file attach and create reply permissions.
Yes sure, we've just tried to test it.
wpForo Spam control checks minimum number of posts user must have to be able to attach a file, you can decrease this level to 0 in Dashboard > Forums > Tools > Antispam admin page.
Let him try now.
