Is it supposed to allow people to like or unlike a comment as many times as they want? I must have a glitch right?

Users and guests can like/unlike only one time per comment. But they can like as many comment as want. There is no limits for this.

I have an issue where they can like and unlike as many times as they want on the same post. I can start with a clean fresh everything again if needed. Is there a theme you like the best for compatibility?
