Is there a way to have users use social login for comments without having to create an account on our website?
Does JetPack do the same -- i.e. create a user account for social login?

I'm sorry, but there is no way to allow users commenting via social login without an account creation.

You need to ask the plugin's developers.

Got it. Will there be a decrease in the site's performance considering the users table will be populated by hundreds/ thousands of users over time who are posting comments via social accounts?

We haven't started to work on this, so this question cannot be answered yet. But I think it should not have a visible effect on the site's performance.
