I have disabled "Users must be registered and logged in to comment ".
Guests still can't comment, even after clearing the cache.
What can i do?

Please navigate in Dashboard to Comments > Forms admin page, edit the Default Form and enable "Allow guests to comment" option. Then save it, delete all caches and test it as guest.
If it doesn't work, disable/uncheck the same option, save it, then enable/check it back and save it again, then delete all caches.
