When having multiple pages, i noticed the numers to go to an older page, only show up at the bottom. Is it possible to get them at the top to?

 

Also, is it possible to get the newest postst at page 1 and not at page 4, 5 or a low nummber?

i have been trying and reading but it isnt what i need. Normally, when comments are split into a new page, all the newly added comments stay at page one. But now the new get into page 4 or 5.
