Comments on Pages - default setting?

Greetings Tom.
Hope this finds you well.   

I am missing something in my understanding.

On the Custom Comment Form I have post, pages and attachments selected. 

When I create a NEW Post the Add comments is by default checked.

However, when I create a NEW Page - it seams the only why to get comments to display is:

1. Create the Page
2. Return to the Page Dashboard select Quick Edit 
3. then check box " Allow Comments"

Am I missing a setting somewhere that allow for all Pages to have comments. 

I understand also we can have a custom comment go to a specific page or post via added the page/post number to the custom form, but I am thinking I am missing some setting that allows for our custom default form to display on all pages like it does on the posts.

There is a plugin to manage it. You can try this:
