I cannot change anything in the comment text field layout. Can't drag/drop, edit button doesnt work, + fields doesnt work, add row doesn't work. It's like the layout is locked

This is not a wpDiscuz issue. There is some JS conflict with other plugins. Please deactivate your plugins one by one and check after each deactivation, this will allow finding the conflict maker plugin.
