For some weird reason, the Emoticons had stopped working. I have disabled all the other plugins and it does not work on my live site or staging site ( no Cache on site )

Could you please deactivate recent installed / updated plugins and check it again? Something affects comment hook and doesn't allow addon to replace emoticons code.
