Mass Message to User Groups

This feature was removed form our to-do list due to different email sending limits of hosting services. All new PMs also generate email notifications, so this kind of feature can block hosting service email sending servers or overload the hosting resources. We'll take a look on this again once we got some solution to prevent such issues.
