I'm sorry, but there is no way to prevent members to download certain attachments. There is a way to prevent users to download all attachments of certain forum, it's controlled by Forum Accesses.

I've already mentioned that the thing you're looking for is not possible. You can prevent to download all attachments of a certain forum for certain usergroup, not a specific attachment.
