First please navigate to Forum > Usergroups admin page, edit the Guest usergroup and check/enable the "Frontend - Can pass moderation" permission.

wpForo disable guest post moderation unapproved post

Then navigate to Forums > Tools > Antispam admin page, and set the "New Registered User" level 0 post.
