You can install the phpMyAdmin plugin and use it directly in your WrdPress Dashboard.

Also, you can use lots of other WordPress plugins to export data: https://wordpress.org/plugins/search/export+users/

wpForo is a WordPress plugin and it's based on WordPress users, so you can use any solution for WordPress.

My hosting service does not support cPanel. How difficult would this be to develop? Well clearly you've already developed it you've just locked it away for some reason. Why not make a brand new paid Add On - call it User Data SOS? Really for the money you charge, it should be possible to export user data info freely. I for one, wouldn't pay to retrieve what is my own property - my user database.

I'm actively looking at alternatives to wpForo. Any suggestions?

You've got it all wrong. Nobody asks for payment for exporting your information. He/She asks for his/her user exporting custom feature. The exporting of your users information from your website has nothing to do with us, that's only your responsibility, and you should do that yourself. So, you can go to your hosting service cPanle, open the phpMyAdmin database manager and export users information from wp_users, wp_usermeta and wp_wpforo_profiles table as CSV file without any problem. All is already described in the wpForo documentation: https://wpforo.com/docs/root/gdpr/right-to-data-portability/

But this user wanted some custom tool and he asked us to develop that tool for some payment.So there is no any major problem here.
