If the two options mentioned below are enabled then it automatically sends the email notification to the Admin Email, thus those comments are not being held for moderation.

Enable comment reporting pop-up form for registered users
Enable comment reporting pop-up form for guests

If you disable those options the moderation feature will work fine.

i have set

" Do auto-moderation if comment is flagged more than " to 4 and made 5 times comments to flagged with different user login but that comment has not unapproved...what could be the issue?
